Civic Complex Exterior Upgrades

This long-term project will upgrade the outdoor spaces surrounding City Hall, the Library, and the Recreation Complex to better serve the community. By improving accessibility, safety, and functionality, the project will create a more connected, welcoming, and user-friendly Civic Complex for everyone.

The Civic Complex Exterior Upgrades and Enhancement project was approved in 2019 to improve outdoor spaces around City Hall, the Port Moody Public Library, and the Recreation Complex. After being paused during the COVID-19 pandemic, the project resumed in 2023 with an expanded scope to coordinate other emerging projects all focussed on the renewal and enhancement of public spaces throughout the Civic Complex.

At the March 31, 2026 Strategic Priorities Committee meeting, agenda item 4.2, Council directed staff to also explore opportunities to improve City-owned lands around the Recreation Complex, including parking and other enhancements to better meet community needs.

Working with a consultant, staff presented a new draft concept plan that proposes improvements to accessibility, pedestrian safety, public gathering spaces, recreation amenities, and connectivity throughout the Civic Complex.

At the April 21, 2026 Strategic Priorities Committee meeting, agenda item 4.1, Council received the draft concept plan and in support of the recommended phased approach, endorsed proceeding with the detailed design for the following projects:

  • Library plaza (C1, C2)
  • Port Moody Works Yard trail to Recreation Complex (D3); and 
  • Trasolini Field north pathway (E2).

The remaining projects will be considered through future capital budget processes.

Phase 1: Improving accessibility, safety, and connections

To improve affordability and minimize disruption, the proposed improvements will be delivered in phases. Phase 1 prioritizes projects that can be delivered in the near term and offer the greatest benefits to accessibility, safety, and connectivity while having minimal impacts on the community.

Library plaza

Planned improvements include café-style movable tables and chairs to support gathering and socializing, repairs to the stairs connecting the plaza to Knowle Street, increased lighting in the plaza area, and a new accessible pathway connecting the plaza to the north sidewalk.

Port Moody Works Yard trail to Recreation Complex

A new accessible pathway will be constructed to connect the Port Moody Works Yard trail with the crosswalk leading to the Recreation Complex gymnasium entrance. The concept image includes additional features, such as a pathway leading to the centre of the amphitheatre, stepped seating, and a tree canopy. These elements are conceptual only and have not yet been approved by Council.

Trasolini Field north pathway

Improvements to the pathway north of Trasolini Field will make it easier and safer for people of all abilities to access and move around the area. Planned work includes realigning and widening the pathway to improve access, support a wider range of users, and create a more comfortable experience. The additional proposed step seating and accessible path to the south shown on the diagram will be considered in a future phase.
