Port Moody Council is holding a Public Hearing to consider the following proposed bylaw: 

  • City of Port Moody Official Community Plan Bylaw, 2026, No.3522

What it’s about: The purpose is to replace the City of Port Moody’s Official Community Plan Bylaw (No. 2955) with an updated City of Port Moody Official Community Plan Bylaw (No. 3522). The City’s Official Community Plan impacts the entirety of the municipality, and establishes a new, long-term vision for the community’s future. This vision is supported by land use and policy frameworks intended to guide growth in Port Moody over the next 25 years. The update process for the City’s Official Community Plan, including extensive public engagement, has been ongoing since 2020. How can I provide input?

If you believe your property is affected by the Official Community Plan Bylaw, you may comment directly to Council at the Public Hearing on February 3, 2026 by joining the electronic meeting as a participant or attending in person. Visit portmoody.ca/ph for instructions on how to join the electronic meeting. You can also send a submission in writing before 12pm on February 3, 2026, by emailing clerks@portmoody.ca, by hard-copy mail to City Hall (c/o Clerk’s Office), or by faxing 604.469.4550. Please include “Bylaw 3522” in the subject line.

Notice of proposed zoning bylaw without a Public Hearing

In accordance with sections 464(2), (3), and (4) of the Local Government Act, the City may be prohibited from holding, or not required to hold, a Public Hearing for a proposed zoning bylaw that meets the criteria defined in the referenced sections.

If a Public Hearing is prohibited or not required for a proposed zoning bylaw, the City shall provide notice in advance of first reading consideration of the proposed Bylaw amendment in accordance with the Local Government Act and the Development Approval Procedures Bylaw.

Where: Regular Council meeting attended by Electronic Meeting (see portmoody.ca/councilmeetings for details and instructions) or in person in Council Chambers, City Hall, 100 Newport Dr., Port Moody, B.C.

City of Port Moody Zoning Bylaw, 2018, No. 2937, Amendment Bylaw No. 115, 2026, No. 3538 (Anthem – Moody Centre) (CD99) will be presented to Council for consideration of first, second, and third readings. Pursuant to section 464(3) of the Local Government Act, a Public Hearing is prohibited from being held. On January 27, 2026, Council gave first reading to Bylaw No. 3525 for the subject property. Bylaw No. 3525 will be rescinded and abandoned prior to Bylaw No. 3538 being considered.

What it’s about: The purpose of the proposed bylaw changes is to rezone the subject property in the Moody Centre Transit-Oriented Development (TOD) area from General Commercial (C3) to Comprehensive Development Zone 99 (CD99) to allow for the development of a high-density mixed-use project.

Purpose: To rezone the subject property from General Commercial (C3) to Comprehensive Development Zone 99(CD99) to permit a high density, mixed-use development which includes:

  • A 26-storey tower, 6-storey low-rise building, and 2-storey podium
  • Up to 22,175m2 of residential purpose-built market rental floor space (approx. 321 units)
  • A minimum of 2,960m2 of commercial floor space
  • A landscaped open space/pedestrian passageway connecting St. Johns Street to Spring Street
  • 208 vehicle parking spaces and 526 bicycle parking spaces
  • 370m2 of indoor amenity space and 1,265m2 of outdoor amenity space
