Port Moody Council is holding a Public Hearing to consider the following proposed bylaw: 

  • City of Port Moody Zoning Bylaw, 2018, No. 2937, Amendment Bylaw No. 105, 2025, No. 3503 (Housekeeping - February 2025)

What it’s about: City of Port Moody Zoning Bylaw, 2018, No. 2937 regulates, among other matters, the use and development of lands, buildings, and structures across the City. Through the practical use of the Zoning Bylaw, staff have identified areas where minor amendments are necessary to address errors or omissions, improve language clarity, and address changes to procedures or industry practices.

Purpose: To consider several proposed housekeeping amendments to City of Port Moody Zoning Bylaw, 2018, No. 2937.

Port Moody Council is holding a Public Hearing to consider the following proposed bylaw:

  • Bylaw No. 3482 – Draft City of Port Moody Zoning Bylaw, 2018, No. 2937, Amendment Bylaw No. 101, 2024, No. 3482 (Short-Term Rentals)

An Opportunity for Public Input will also be held for the following proposed bylaw: 

  • Bylaw No. 3483 – City of Port Moody Business Licensing and Regulation Bylaw, 2015, No. 3000, Amendment Bylaw No. 6, 2024, No. 3483 (Short-Term Rentals)

What it’s about: The Port Moody Zoning Bylaw, and Business Licensing and Regulation Bylaw are being amended to support the regulation of short-term rental accommodations in the City. These amendments include a new definition for Short-Term Rental and updates to existing definitions for Bed and Breakfast and Boarding which would limit short-term rentals to Bed and Breakfast and Boarding uses, require that they be located within a host’s primary residence and limit the duration of stay to a period of less than 90 days.

Purpose: For the purpose of regulating short-term rental accommodations in Port Moody.

Port Moody Council is holding a Public Hearing to consider the following proposed bylaws:

What it’s about: To amend the Official Community Plan (OCP) and zoning for the main site in the Moody Centre Transit-Oriented Development (TOD) area from Light Industrial (M1) to Comprehensive Development Zone 94 (CD94) to facilitate a high-density mixed-use development, and to amend the Zoning Bylaw for the second site at 2806 Spring Street from Light Industrial (M1) to Comprehensive Development Zone 95 (CD95) to facilitate the development of a non-market residential building.

Purpose: To amend the Official Community Plan (OCP) and zoning for the main site in the Moody Centre Transit-Oriented Development (TOD) area from Light Industrial (M1) to Comprehensive Development Zone 94 (CD94) to facilitate a high-density mixed-use development that includes: three high-rise buildings proposed at 32, 34, and 38 storeys. The three buildings consist of up to 80,080m2 of residential floor space (approximately 983 market strata units) and 6,300m2 of commercial floor space. The development also includes a publicly accessible plaza, childcare facility, and significant off-site improvements such as the construction / extension of new roads.

To amend the Zoning Bylaw for the second site at 2806 Spring Street from Light Industrial (M1) to Comprehensive Development Zone 95 (CD95) to facilitate the development of a non-market residential building. This development consists of one building up to 9 storeys and up to 4,805m2 of floor space (approximately 40-60 units).

What it’s about: To amend the Official Community Plan (OCP) and zoning for four lots in the Moody Centre Transit-Oriented Development (TOD) area from Light Industrial (M1) to Comprehensive Development Zone 93 (CD93) and Civic Service (P1) to facilitate a high-density mixed-use development.

Purpose: To facilitate a high-density mixed-use development that includes: two 39-storey purpose-built rental buildings containing approximately 865 residential rental units with 5% of the units for below-market rent; a grocery store; additional ground-floor commercial space; artist space; a publicly accessible plaza area; daylighting a portion of Slaughterhouse Creek; and a pedestrian overpass connecting the Moody Centre TOD area to Murray Street.

Notice of proposed zoning bylaw without a Public Hearing

In accordance with sections 464(2), (3), and (4) of the Local Government Act, the City may be prohibited from holding, or not required to hold, a Public Hearing for a proposed zoning bylaw that meets the criteria defined in the referenced sections.

If a Public Hearing is prohibited or not required for a proposed zoning bylaw, the City shall provide notice in advance of first reading consideration of the proposed Bylaw amendment in accordance with the Local Government Act and the Development Approval Procedures Bylaw.

At the Regular Council meeting on June 24, 2025, City of Port Moody Zoning Bylaw, 2018, No. 2937, Amendment Bylaw No. 109, 2025, No. 3511 (Housekeeping – June 2025) will be presented to Council for consideration of first, second, and third readings.

Pursuant to section 464(2) of the Local Government Act and section 9.16 of Development Approval Procedures Bylaw, No. 3417, a Public Hearing will not be held.

What it’s about: The purpose of these proposed bylaw changes is to amend the Zoning Bylaw with housekeeping amendments to:

  • Amend section 5.2.1(b) of the Zoning Bylaw to require 50% Adaptable Housing standards for single-storey Residential Dwelling Units and to amend section 5.3.4 of the Zoning Bylaw to allow for a 2.0m2 exclusion to the floor area calculation for each Adaptable Housing Unit. This proposed change reverts back to a previous Zoning Bylaw provision due to a change in the BC Building Code; and
  • Amend section 5.3.4(b) of the Zoning Bylaw to provide the floor area ratio calculations for all uses other than Single Detached Residential, Semi-Detached Residential, Additional Dwelling Units, and Small-Scale Multi-Unit Housing Dwelling Units, instead of those said uses. This proposed change corrects a previous Zoning Bylaw amendment error.

Temporary Use Permit notices
