  • Rocky Point Park parking lots – main lot off Murray Street and secondary lot off Esplanade Avenue (the Rocky Point Boat Launch parking lot is excluded, with no changes to the boat launch pass system);
  • Esplanade Avenue from Rocky Point Park to Murray Street;
  • Murray Street from Columbia Street to the 2900 block (the Rocky Point Park Off-Leash Dog Park parking lot is excluded);
  • Suter Brook Village – Capilano Road from Morrissey Road to the start of the bridge over Suter Brook Creek, Morrissey Road from Murray Street to Capilano Road, and Suter Brook Way; and
  • Ungless Way from Noons Creek Drive to Guildford Way.

Ways to pay for parking

Pay stations accept Visa, Visa Debit, Mastercard, Debit Mastercard, Apple Pay, and Google Pay. Additionally, the meters will accept both tap and insert methods. If you pay for parking using the Indigo app or Scan-to-Pay, an additional $0.40 convenience fee and a 1% transaction fee will be applied.

How to use the QR code without signing up

The QR code opens a version of the app (called an app clip), which offers more security than a website. You do not need to sign up or download the full app — but your phone settings may need to be updated. Follow these steps:

Android users – enable instant apps

Option 1: Go to Settings > Apps & Notifications > Default apps > Opening Links > Instant Apps
→ Turn ON (Open links in apps even if they’re not installed)

Option 2: Go to Google Play > Profile photo > Settings > General > Google Play Instant
→ Turn OFF (Upgrade web links)

iPhone users – allow app clips

Go to Settings > Screen Time > Content and Privacy Restrictions > App Store, Media, Web and Games > App Clips → Set to ALLOW

Once these settings are updated, the QR code should work without asking you to sign up.

Enforcement and exemptions

The City’s Bylaw Division is responsible for enforcement of pay parking regulations. As per Port Moody’s Street, Traffic and Public Places Bylaw (1528), parking fees do not apply to vehicles displaying a valid accessible parking permit while parked in a designated accessible parking stall, valid veteran’s licence plate, or valid Freedom of the City parking pass. However, drivers of these vehicles must adhere to posted time limits. 

A valid boat launch ticket or pass will allow a vehicle with a boat trailer attached to park on Esplanade Avenue or parts of Murray Street without paying additional parking fees. In this case, the four-hour time limit would not apply. The valid ticket/pass must be displayed on the vehicle’s front dashboard.

Goals and benefits

The City implemented paid parking at these locations to encourage turnover at popular destinations, leading to better availability of parking spaces and less time spent by drivers searching for spots. Introducing pay parking also aligns with Port Moody’s goals for climate action by encouraging people to choose alternative modes of transportation such as walking, cycling, or public transit. Revenue generated covers the costs of operating a pay parking system and helps to support costs associated with parks and other City services. 

Background

Shaped by two decades of Council discussions, the idea gained momentum at the Strategic Priorities Standing Committee meeting on May 16, 2023, where a one-year trial of pay parking at four locations was proposed. Although the initial motion wasn't passed, Council asked for more information on potential locations and costs to move the project forward.

In October 2023, Council approved staff’s proposal to introduce permanent pay parking at the five locations listed on this page. On April 23, 2024 (see agenda item 11.4) Council approved the implementation plan and added an additional section of roadway parking in Suter Brook Village.

Changes to the Fees Bylaw to reflect the updated pay parking rates and times shown in the table above were presented to Council on June 25, 2024 (see agenda item 7.6) and approved on July 9, 2024 (see agenda item 7.1). 

Frequently asked questions

The following people are exempt from pay parking:

Drivers with disabilities who are parked in a designated accessible parking stall and display a valid accessible parking permit. Please note: time limits still apply.

Veterans displaying a valid British Columbia veteran licence plate.

Freedom of the City recipients who display a valid Freedom of the City Parking Pass on their vehicle’s rear-view mirror or dashboard.

You can park for up to 4 hours per day in the same pay parking zone. In Suter Brook Village, the maximum is 2 hours per day in the same zone. You can split your time (e.g., 3 hours in the morning and 1 hour in the afternoon), but you cannot go over the daily maximum.

No. Once your licence plate reaches the daily time limit for a zone, you cannot pay for more time in that zone. The parking meter, Scan-to-Pay, and Indigo Neo app will not accept additional payment beyond the daily limit.

Yes. You can park in a different pay parking zone on the same day. Make sure you stay within the time limit for that new zone.

No. Parking is included in the vehicle charging fee at Rocky Point Park. You do not need to pay separately for parking while your vehicle is charging.
