Purpose: At their June 24, 2025, Regular Council meeting, Port Moody Council gave first three readings to proposed City of Port Moody Council Procedure Bylaw, 2025, No. 3510. A Council Procedure Bylaw establishes the general procedures that Council follows in conducting their business. Pursuant to section 124(3) of the Community Charter, the Council of City of Port Moody will consider adoption of the proposed bylaw at the July 8, 2025, Regular Council meeting.
The proposed changes from the existing Bylaw to the new Council Procedure Bylaw are:
- A new section has been added to address Extra-Jurisdictional Matters (Part 11), including a clear process and a definition of what will be considered extra-jurisdictional and not placed on a Council agenda;
- Several new definitions have been added, and others have been updated for clarity and readability;
- References to the Community Charter and Local Government Act have been simplified to remove section numbers to ensure the Bylaw remains relevant when the legislation is amended;
- Public Hearings – the requirement to adjourn a Public Hearing at or before the end of the third hour has been removed to ensure procedural fairness, and language has been added to allow a chair to adjourn a Public Hearing to a future date, time, and location pursuant to the Local Government Act;
- Delegations – language from the existing Corporate Policy has been incorporated into the Bylaw, and the Policy will be rescinded. A clause has been added regarding Extra-Jurisdictional Matters, and the deadline for submission of a Request to Appear as a Delegation has been changed to 15 days prior to the requested meeting date;
- Notices of Motion – option (c) has been changed from “other” to “refer to the City Manager for consideration and, if required, inclusion in the Strategic Priorities Intake process”; and
- General housekeeping amendments for clarity and readability.
