Council Notices

When: Tuesday, July 28, 2026, at 7pm

Purpose: At their July 14, 2026 Regular Council meeting, Port Moody Council gave first three readings to proposed City of Port Moody Council Procedure Bylaw, 2025, No. 3510, Amendment Bylaw No. 1, 2026, No. 3536. A Council Procedure Bylaw establishes the general procedures that Council follows in conducting their business. Pursuant to section 124(3) of the Community Charter, the Council of City of Port Moody will consider adoption of the proposed bylaw at the July 28, 2026, Regular Council meeting.

In general terms, the proposed changes from the existing Bylaw to the new Council Procedure Bylaw are:

  • revision of definitions, including statutory officer titles and advisory bodies to align with legislation and current City bylaws and policies;
  • formalizing current practices, such as the public input speaker list and deadlines for on-table materials submissions;
  • removal of static number references of separate policies and bylaws to allow for dynamic references reducing the need for housekeeping amendments when related documents are updated;
  • clarification of current process and alignment with legislation for appointment of Presiding Members for Advisory Bodies of Council;
  • addition of a clause to allow the Corporate Officer to re-order agenda items for operational reasons;
  • addition of a clause to enable inclusion of a Consent Agenda on Standing Committee agendas and a clause to enable readings of bylaws at a Council Standing Committee meeting;
  • clarification of the definition of “Delegation” and the eligibility and timelines for delegation requests;
  • removal of the Notice of Motion procedures from the bylaw and pointing the bylaw to a new Council Motions policy;
  • addition of Schedule A – Procedural Motions and Points of Order tables for convenient reference;
  • replacing ambiguous timing language such as “a certain time period” with specific date and time period references such as “six (6) months”; and
  • general housekeeping amendments for clarity, format, and readability.
