The City of Port Moody encourages the development of affordable housing options for its residents. The City’s Housing Action Plan (PDF) was completed in 2022 and provides actions to create more affordable housing opportunities in Port Moody. 

Policy development

The City has several policies to develop and protect affordable housing, including:

  • Affordable Housing Reserve Fund Guidelines that encourage affordable housing units in new development projects;
  • the Community Amenity Contribution Policy that allocates a third of all contributions to the Affordable Housing Reserve Fund;
  • a Rental Protection Policy that discourages removing rental housing and encourages the replacement of existing rental options as part of redevelopment;
  • The adoption of a Tenant Relocation Assistance Policy that outlines notification and financial compensation process for tenants who may be displaced as a result of redevelopment;
  • a Strata Conversion Policy that states Council’s position of not being supportive of strata conversion applications; and
  • an Interim Affordable Housing Policy that sets expectations for the provision of affordable housing units as part of new multi-family residential and mixed-use residential development applications that involve a rezoning or an Official Community Plan amendment. This policy is superseded by the Inclusionary Zoning – Affordable Rental Units Policy, but still applies to development applications submitted before April 19, 2022.
  • An Inclusionary Zoning – Affordable Rental Units Policy (PDF) sets out the expectations for the provision of Affordable Rental Units as part of new multi-family residential 
  • A Family Friendly Units Policy (PDF) sets out the expectations for the provision of two-bedroom and three-bedroom units in all new multi-residential and mixed-use residential development applications where 20 or more dwelling units are created.

On June 9, 2018, the Port Moody Citizen Advisory Group listened to a panel of experts and discussed what’s needed to create more affordable housing in the City.
