Bylaws

Bylaws are created to protect the environment and public health, and to maintain community safety and standards.

The Animal Control Bylaw (BL3343) is a bylaw to regulate the keeping of domestic Dogs and Cats within the City of Port Moody. This includes dog licences, care and control of pets, and animal breeding.

The Annual Property Tax Rates Bylaw (BL3509) establishes the annual tax rates for Port Moody. Each year, property tax rates change based on property assessments and market value.

The Anti-Idling Bylaw (BL2859) regulates vehicle idling in the City of Port Moody.

The Board of Variance Bylaw (BL2934-C) provides for the establishment of a Board of Variance in the City of Port Moody.

The Building Bylaw (BL3200-C) is a bylaw for the administration of the Building Code.

The Business Licensing Bylaw (BL3000-C) provides for the licensing and regulating of businesses within the City of Port Moody.

The Controlled Substance Property Bylaw (BL2523) prohibits the use of property for the trade, manufacture, ingestion, use, sharing, or barter of controlled substances.

The Council Code of Conduct Bylaw (BL3448) is a bylaw to govern the conduct of Council members.

The Council Procedure Bylaw (BL3393-C) establishes rules of procedure for Council meetings.

The Deconstruction Waste Management Bylaw (BL3381) regulates and minimizes the amount of waste generated by new construction or Deconstruction of structures that is sent to landfills for disposal.

The Density Bonus Reserve Fund Bylaw (BL3142) establishes the Density Bonus Reserve Fund. Urban density is promoted in the City through development and planning.

The Development Approval Procedures Bylaw (BL3417) is a bylaw to establish procedures for processing Land Use and Development Applications.

The Development Cost Charges Bylaw (BL3054-C) is a bylaw to impose development cost charges in the City of Port Moody. These costs are based on the type of development and services needed for the new development.

The Development Cost Charges Reduction Bylaw (BL3212) is a Bylaw to allow for reductions in Development Cost Charges for eligible developments.

The Development Permit Delegation Bylaw (BL3032-C) is a bylaw to give Council authority for the issuance of certain development permits to the General Manager of Planning and Development.

The False Alarm Bylaw (BL2192-C) was established to reduce false alarms of security alarm systems, which may pose a threat to the safety of the police and the public by creating unnecessary hazards and delaying police response during true emergencies.

The Fees Bylaw (BL3492) outlines the fees for a variety of City services, permits, rentals, programs, and facility use each year.

The Financial Plan Bylaw (BL3508) establishes the five-year financial plan for the City.

The Fire Prevention and Emergency Response Bylaw (BL2835-C) provides for the prevention of fires and regulates the conduct of individuals around fires. It also authorizes the issuance of fire permits in order to protect life and property.

The Fireworks Regulation Bylaw (BL3436) provides regulations for the preservation of life, prevention of injuries, protection of property, and control of firecrackers and fireworks.

The Freedom of Information and Protection of Privacy Bylaw (BL3052-C) is a bylaw to designate the Head of the City for the purposes of administering and to set fees for fulfilling requests for records pursuant to the Freedom of Information and Protection of Privacy Act.

The General Local Government Election Bylaw (BL3367) sets out various procedures for the conduct of local government elections, by-elections, and other voting.

The Graffiti Bylaw (BL2524) prohibits the placement of graffiti and requires that property be kept free of graffiti in the City.

The Heritage Maintenance Standards Bylaw (BL2490) establishes the minimum standards of maintenance for property designated as a heritage property or located within a heritage conservation area.

The Heritage Procedures Bylaw (BL2489) authorizes the withholding of approvals for heritage properties by Council and establishes application procedures in respect of bylaw amendments and permits under Part 15 of the Local Government Act.

The Heritage Reserve Fund Bylaw (BL2952) allows for the funding of heritage preservation projects, including the purchase of heritage buildings from the Heritage Reserve Fund.

The Heritage Revitalization Tax Exemption Bylaw (BL2913-C) provides for heritage revitalization tax exemption. This allows for the continued improvement of the physical appearance of homes within heritage conservation areas.

The Intermunicipal Business Licence Bylaw (BL3089) allows certain businesses to operate through the Tri-cities of Port Moody, Coquitlam, and Port Coquitlam without getting multiple municipal business licences.

The Littering and Dumping Prohibition Bylaw (BL2608) prevents littering and dumping in public spaces. It also prevents people from posting bills, notices, or advertisements on public property.

The Mandatory Skateboard Helmet Bylaw (BL2531) states individuals are required to wear a helmet when using the skateboard park.

The Municipal Ticket Information Authorization Bylaw (BL3218-C) establishes fines for bylaw infractions and designates Bylaw Enforcement Officers.

The Newspaper Box Bylaw (BL2821) prohibits newspaper boxes from being placed on public property without a permit.

The Officers Bylaw (BL2951) provides the establishment of officer positions and assign powers, duties and functions to its officer positions.

The Parks and Community Facilities Rules and Regulations Bylaw (BL3321) outlines the use and maintenance of parks and community facilities in the City of Port Moody.

The Pesticide Use Control Bylaw (BL2575-C) regulates the use of pesticides to maintain trees, shrubs, or plants on public or private property within the city.

The Permissive Tax Exemption Bylaw (BL3486) outlines certain lands and properties that are exempt from property taxes.

The Public Notice Bylaw (BL3430) provides alternative means of publishing public notices.

The Public Safety Radio Building Amplification System Bylaw (BL2850-C) provides guidelines for internal radio communications and support systems in certain buildings.

The Responsible Consumption of Liquor in Public Places Bylaw (BL3456) regulates the responsible consumption of liquor outdoors in designated public places in Port Moody.

The Second Hand Dealers Bylaw (BL2527) protects the public by regulating the sale of second hand goods. All sellers must have information on hand about how much they paid for second hand items.

The Sidewalk Boulevard and Maintenance Bylaw (BL2426-C) regulates the maintenance of boulevards and sidewalks. Property owners may be responsible for snow, ice, or garbage removal from sidewalks bordering their properties.

The Sign Bylaw (BL2403-C) regulates the number, size, type, form, appearance, and location of any sign in Port Moody. You must get a sign permit before you can erect a sign.

The Smoking Regulation Bylaw (BL2773-C) prohibits and regulates where people can smoke in the City.

The Soil Deposit and Removal Bylaw (BL3012) regulates site alterations to include deposit and site clearing operations for new and existing developments in the City of Port Moody.

The Solid Waste Bylaw (BL3058-C) outlines the system for the collection and disposal of solid waste in the City.

The Sound Level Bylaw (BL1399-C) regulates sound and noise levels in the City of Port Moody. This bylaw encourages respect for neighbours and fellow residents.

The Standards of Maintenance Bylaw (BL3467) prescribes standards for the maintenance of rental residential premises within the City of Port Moody.

The Stream and Drainage Bylaw (BL3426) protects the drainage system from damage, obstruction, interference, unauthorized use, alteration, or the release of prohibited materials; protects the City of Port Moody’s employees, infrastructure, environment, and the public from exposure to dangerous conditions; protects, control, and monitor the volume and ensure that an acceptable quality of water enters the drainage system; and provide for a system of permits and permissions that impose conditions on releases to the drainage system.

The Street, Traffic and Public Places Bylaw (BL1528-C) regulates traffic and the use of highways and public places in the municipality.

The Subdivision and Development Services Bylaw (BL2831-C) regulates the provision of works and services in connection with the subdivision and the development of lands. This bylaw takes into consideration the different zones regulated by the City's Zoning Bylaw.

The Transit-Oriented Areas Designation Bylaw (BL3465) designates transit-oriented areas in Port Moody as prescribed by Bill 47.

The Tree Protection Bylaw (BL2961-C) protects, regulates, and prohibits the cutting down, damaging, and removal of trees on private and public property.

The Unsightly Premises Bylaw (BL1488-C) regulates untidy and unsightly premises within the City.

The Vector Control Bylaw (BL3043-C) requires property owners to keep their properties free of vector attractants on properties.

The Drinking Water Conservation Plan Bylaw (BL3346) provides an effective method of water conservation within the City and cooperates with the Greater Vancouver Water District to regulate the use of water supplied for outdoor use.

The Water Supply and Distribution Bylaw (BL3026) regulates the extensions, connections, and use of the of the City's water works system. It also imposes fees and charges for the use of the water system.
