Electric vehicles provide a more sustainable alternative to vehicles powered by fossil fuels. They help improve air quality, combat climate change, reduce noise, and foster green economic development. To encourage residents to use electric vehicles, we are committed to providing electric vehicle charging stations throughout the city.
User fees
Energy-based EV charging fees coming January 2026
As of January 1, 2026, fees for City-owned public chargers will change from time-based to energy-based billing per kilowatt-hour (kWh). The updated charging fee will be $0.2972 per kWh at all times. BC Hydro charger fees will stay the same as the current pricing structure.
The change will impact all Flo and Chargepoint branded City chargers at the following locations:
- Kyle Centre
- Old Orchard Hall
- Recreation Complex
- Rocky Point
- Civic Centre parkade
Current fee structure (time-based)
The current model charges users based on the duration that their vehicle is connected to the charger, regardless of the amount of electricity consumed. The current, time-based fees are outlined below.
New fee structure (energy-based)
The new energy-based fees will come into effect January 1, 2026 for all City-owned public EV charging stations in Port Moody. The updated rates align with existing energy-based rate structures used by regional charging providers such as BC Hydro and other major charging providers in the province. The new energy-based rate is $0.2972 per kWh.
This change in fees should not significantly impact the cost of EV charging, and in many cases users may experience a decreased cost depending on their vehicle type and the charger being used.
Under the authority of the Electricity and Gas Inspection Act, Measurement Canada regulates energy-based billing at public EV charging stations. In 2023, Measurement Canada introduced new regulations that provide EV charging providers with a regulatory pathway to transition to energy-based billing per kilowatt-hour.
Benefits of energy-based fees
Energy-based fees provide several key benefits over the current time-based system. They align costs with actual energy consumption, ensuring users only pay for the electricity their vehicle consumes. This eliminates inequities associated with differing vehicle charging capabilities. For example slower charging vehicles, like older plug-in hybrid vehicles (PHEVs), are penalized under a time-based system.

Charging station locations
The City operates public charging stations with 13 ports in total that can accommodate 13 EVs. BC Hydro operates public charging stations with 17 ports in total that can accommodate up to 21 EVs. Altogether, there are 30 ports that can accommodate up to 34 vehicles.

Most of our charging stations use the ChargePoint app. Visit ChargePoint to set up an account and download the free app to find charging stations, start a charging session from your phone, and track your savings. Learn how to charge your electric vehicle using ChargePoint.
We can also use ChargePoint to track vehicle usage at each charging station. This data will help us plan the location of future charging stations. We can even track energy statistics, such as greenhouse gas emission savings and energy consumption per charge.
