Community members are invited to give feedback on Draft Official Community Plan at Sept. 15 meeting

The City of Port Moody invites members of the public to give feedback on the Draft Port Moody 2050 Official Community Plan (OCP) at a Special Council Standing Committee Meeting on September 15, 2025. This meeting will be open to in-person attendance as well as online participation via Zoom video webinar. Public feedback may be provided verbally (either in person or via online participation during the meeting) or in writing (in advance of the meeting).

How to give feedback
Community members may give feedback in the following ways:

  • verbal submissions – attend the meeting in person or register as a Zoom video webinar participant (visit portmoody.ca/councilmeetings for details) to speak during the part of the meeting dedicated to OCP feedback; or
  • written submissions – draft a submission (maximum length: 750 words) that fits the criteria outlined in the City’s Written Public Input Corporate Policy, and submit your feedback by 11am on September 15 via our Council Written Public Input webform (recommended method), email to clerks@portmoody.ca (please include "OCP feedback" in the subject line), or hard copy delivered to Legislative Services, 100 Newport Drive, Port Moody, BC, V3H 5C3.

The Draft 2025 Port Moody 2050 Official Community Plan – September 2025 PDF (20MB) and Draft Port Moody 2050 Official Community Plan Appendices – September 2025 PDF (21MB) are available now for review at engage.portmoody.ca. These documents will also be included in the agenda package for the meeting, which will be published at portmoody.ca on September 12, 2025. This opportunity to give feedback is happening prior to the start of the adoption process for the updated OCP, which will begin with Council’s first reading of the proposed OCP bylaw. The meeting will be livestreamed – community members who wish to watch only (without providing feedback) can find the livestream at portmoody.ca/watchlive. We will post a video recording of the meeting the following day by approximately 3pm at portmoody.ca/councilcalendar.

Draft Port Moody 2050 Official Community Plan
The City of Port Moody is updating the OCP, our long-term vision for Port Moody’s future. The OCP is an important document that communicates our values and guides us as we make decisions about how we use land for housing, transportation, parks, environmental protection, economic development, and more. The last comprehensive review of the OCP was in 2014.

The Draft Port Moody 2050 Official Community Plan was informed by input collected via broad and far-reaching community engagement. Through multiple phases, the City sought to provide meaningful, inclusive engagement opportunities for everyone who wished to participate. A variety of different touchpoints, from surveys and community dialogues to online information sessions and youth-focused activities, created space for interested and affected parties to ask questions, gain knowledge, deepen their understanding of OCP-related topics, and share relevant values-based information and lived experience.

What are the steps in an OCP adoption process?
An OCP is adopted by a local government through a bylaw process, which includes public engagement and a public hearing.

After a draft OCP has been developed, public engagement has taken place, and the draft has been refined, the adoption process in Port Moody is as follows:

  • first and second readings – the proposed OCP bylaw is introduced to the municipal council for its first and second readings;
  • public hearing – a public hearing is held to provide community members with an opportunity to give feedback on the proposed plan;
  • third reading – following the public hearing, the bylaw receives third reading; and
  • adoption – the bylaw is adopted by the municipal council, typically at a regular meeting. 

Next steps for the Draft Port Moody 2050 Official Community Plan
Council will consider first and second readings and referral to a public hearing, likely in late fall 2025. This includes formal referral of the bylaw to external agencies/municipalities. Following this, Council will consider third reading and adoption in accordance with the Local Government Act (Part 14, Division 4).
