Port Moody amends Animal Control Bylaw to deter dog owners from leaving pets in hot cars

City of Port Moody bylaw enforcement officers now have the ability to fine dog owners who leave their pet outdoors or in a vehicle or other enclosed space without adequate protection from hot, cold, or wet weather conditions.

Council adopted amendments to Animal Control Bylaw No. 2677 and Municipal Ticket Information Authorization Bylaw No. 3044 at the July 24, 2018 Regular Meeting of Council. A first offence under either of the two new sections (5.6 and 5.7) of the Animal Control Bylaw carries a fine of $100. A second or subsequent offence carries a fine of $500.

“In the summer months, Bylaw Enforcement staff typically receive complaints from concerned citizens about dogs left in hot cars, but a gap in the Animal Control Bylaw meant the City was unable to impose a penalty on dog owners who put their pets at risk,” says Mayor Mike Clay. “With these amendments, Bylaw Enforcement staff now have the ability to fine people who leave their dogs in hot cars or outdoors without shelter. We hope this change will encourage dog owners to make the right choice and keep their pet safe from harm.”

Port Moody residents who see an animal that may be at risk due to inadequate protection from hot, cold, or wet weather conditions are advised to contact Port Moody Police at 604-461-3456 (non-emergency line). Once police officers have assessed the situation and ensured the safety of the animal in question, Port Moody Police will contact City of Port Moody Bylaw Enforcement. City staff will speak with police and the dog’s owner to determine if a fine is warranted.
