Sustainability Report Card
A sustainability report card is required for rezoning, heritage revitalization agreement, heritage alteration permit, and some development permit applications. The report card identifies performance measures in four sustainability categories:
- Cultural
- Economic
- Environmental
- Social
These performance measures are used to evaluate development proposals.
Submit a sustainability report card
Sustainability report cards are submitted at the same time as your development application submission. Instructions for submitting development applications can be found on the web page for each application type. Prior to submission we recommend that you consult with City planning staff by phone or email to determine whether a sustainability report card is required, and if so, which type:
- Mixed use (commercial/residential) sustainability report card (PDF) An updated sustainability report card came into effect on April 1, 2022. All new development applications that require the report card will be expected to submit the new version. In-stream applications that proceed to second reading after May 1, 2022 will also be required to submit the new version of the report card.
- Multi-family sustainability report card (PDF) An updated sustainability report card came into effect on April 1, 2022. All new development applications that require the report card will be expected to submit the new version. In-stream applications that proceed to second reading after May 1, 2022 will also be required to submit the new version of the report card.

Application assessment and approval
As part of the development application review process, staff will review your report card and give you a score. You will then have an opportunity to make changes and improve your score before it is submitted to Council for approval.
