Urban expansion and development often leads directly to an increase in the demand for sewer, water, drainage, parks and roads. Development Cost Charges (DCCs) are one method for municipalities to fund the infrastructure demands associated with growth. DCCs are monies that the City collects from land developers and builders to offset that portion of the costs related to providing these services that are incurred as a direct result of the new development. The collection and use of these levies is strictly regulated by Provincial legislation (the Local Government Act).

DCCs are applied in certain parts of the City as one-time charges against residential, commercial, industrial and institutional developments. Specific amounts are charged by floor area, per unit or per hectare or land and are collected for water, drainage, public open space and highway facilities; the amounts are set based on, and can only be used for, identified projects in those four categories. Developers and builders are required to pay these levies instead of existing taxpayers who are not creating the demand and are not benefiting directly from the new infrastructure. DCCs are usually payable at the time of subdivision approval or at the time of issuing a building permit.

The application of DCCs is coordinated by the City’s Planning staff based on the fee schedule set out in the Development Cost Charge Bylaw (Bylaw 2142) enacted by Council. The Bylaw is provided here for information purposes. With the recent adoption of the City’s new Official Community Plan, the DCC Bylaw is set to be reviewed and updated in 2015.

Notes for non-residential use is charged as follows for City and GVS & DD Sewerage:

  1. the floor area of the building or structure (measured from the outside edge of all exterior walls of the building or structure), less the number of square feet of the floor area of the building or structure that is used or is intended to be used for the parking of motor vehicles and the storage of bicycles; or
  2. in the case of an alteration or extension of less than the entire building or structure, the portion of the building or structure to which the Building Permit applies (measured from the outside edge of any exterior walls in such portion of the building or structure), less the number of the square feet of floor area of the building or structure that is used or is intended to be used for the parking of motor vehicles and the storage of bicycles.

Notes

Density is calculated based on the gross area of the legal parcel size included in the development application.

  • The charge applies in cases where one or more new residential parcels are created through subdivision or where more than three new residential units are created on an existing parcel.
  • There is a one-year grace period for applications received prior to May 14, 2011 that are deemed by the city to be complete and proper applications. Applications received before May 14, 2011 will have until May 14, 2012 to register or receive final subdivision approval or building permit issuance without being subject to the old rates.
