Stakeholder engagement on a Port Moody adoption strategy for BC Energy Step Code

Council has directed staff to engage with industry stakeholders on a potential strategy for early adoption of the BC Energy Step Code in Port Moody.

What is the Step Code? The provincial government has set a goal to make buildings net-zero-energy ready by 2032. The Step Code has been introduced by the Province to help create more energy-efficient and comfortable buildings in British Columbia by moving towards a performance-based approach and increasing energy-efficiency requirements in the BC Building Code.

The Step Code sets performance targets for new construction and groups them into steps that apply across various building archetypes and climate zones in the province.

Currently, the Step Code is a voluntary, performance-based standard that builders can choose to use. By 2032, the BC Building Code will move toward the higher steps of the BC Energy Step Code as a minimum requirement, with increasing requirements for higher steps in 2022 and 2027. Local governments can choose to adopt the Step Code early by requiring and/or incentivizing builders to meet one or more of the steps outlined in the Step Code.

Before Port Moody City Council considers early adoption of the Step Code, the City will engage with industry stakeholders to:

  1. provide stakeholders with background information on the Step Code: what the Step Code is, why it was developed, and how it applies to them;
  2. present stakeholders with three options for a Step Code adoption strategy, and find out which option they prefer;
  3. determine stakeholders’ level of readiness to meet the requirements that would be part of the recommended Step Code adoption strategy; and
  4. identify any barriers to success for stakeholders, and determine how the City can best support stakeholders as they get ready for the adoption of the Step Code in Port Moody.

Feedback from identified stakeholders, gathered through two breakfast events as well as online engagement, will inform the development of a draft BC Energy Step Code adoption strategy for the Council’s consideration.
